Dubai Land Department (DLD) has launched a new digital platform called ‘Initial Registration’, aimed at streamlining project registration, real estate transaction registration and escrow account management for developers, the authority announced today.

The platform brings these functions into a single system and uses artificial intelligence to automate parts of the application process, according to DLD.

Part of wider government AI push

The launch follows an announcement by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, of a new government framework aiming to have 50% of UAE government sectors, services and operations run through autonomous, self-executing AI models, known as Agentic AI, within two years, DLD said.

Launch ceremony

The platform was launched at a ceremony at Grand Hyatt Dubai, attended by DLD's acting director general and chief executives, along with officials and representatives from the public and private sectors, according to the authority.

How the platform works

DLD said the platform is designed to reduce repetitive data entry and document submissions for developers, while improving coordination between developers, DLD and the banks that manage escrow accounts. It added that the system gives developers a consolidated view of their projects and portfolios.

Eng. Abdullah Ahmed Al Shehi, chief executive of the Real Estate Regulatory Agency (RERA) at DLD, said: “The launch of the ‘Initial Registration’ platform represents an investment in the real estate sector's efficiency and readiness for its next phase of growth.”

He added: “By deploying artificial intelligence and strengthening integration among stakeholders, we are enhancing the ease of doing business and reinforcing transparency and governance, building investor confidence and supporting Dubai's long-term competitiveness.”

AI-assisted processing

According to DLD, the platform uses AI to read documents such as Emirates IDs, passports and sales contracts, and to extract and populate relevant data automatically. The authority said this is intended to reduce manual data entry and improve accuracy.

DLD said transactions that meet its business rules may be eligible for approval upon submission, and that the system guides users through a short set of questions to identify the correct procedure. Users can reportedly submit missing information without needing to resubmit an entire application.

Project oversight tool

The platform includes a feature called ‘Project 360’, which DLD said provides a consolidated view of each project, including unit status, escrow accounts, financial data and project records, along with indicators intended to flag potential issues early.

DLD said the system is also designed to let data be reused across connected systems, with the aim of reducing discrepancies between sales, escrow account and ownership records.

According to DLD, developers can use a single account to manage multiple companies and monitor projects, with different user permissions for submitting and reviewing transactions.

The authority said implementation and training were carried out in phases ahead of the platform's full rollout, and that it aims to increase first-time application acceptance rates and reduce follow-up enquiries.

DLD said the initiative supports the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33.
